JIS SS400 equivalent ASTM is A36 steel. They have much in common and little difference. JIS SS400 equivalent ASTM A36 is the material of American Standard ASTM A36/A36M, JIS SS400 is under Japanese standard JIS G3101.

The content of Mn in JIS SS400 equivalent ASTM A36 steel varies with the thickness of the sheet metal (or the diameter of the round steel). No Mn is found in the samples below 20mm. But JIS SS400 only asks for S and P to be less than 0.050.
